A Public Records’ Request was submitted to the City of San Diego requesting the General Ledger.
First the City released a Trial Balance Sheet and proclaimed it was a General Ledger. This was Fraud, an intentional lie.
Then the City released a General Ledger with all the information redacted. Deputy Director of Financial Operations Nichole LeClair-Miller, California CPA License Number 75323 issued May 15, 1998; and Financial Operations Manager Amy Pinion, California CPA License Number 120534 issued on September 30, 2013, issued the following statement:
“Some of the records you requested are redacted pursuant to the following Government Code exemption(s): Government Code section 6255 [personal identifying information]”
This is another fraudulent statement. There is no personal information on the General Ledger. The Finance Department has no access to personal information.
Why does the City of San Diego refuse to release their General Ledger?
Because the General Ledger has documented all of the City’s Illegal Activity.
And how many ‘Finance Directors’ have lost their jobs after I’ve pulled their General Ledgers?
All of them. In the last decade of auditing California Government Agencies every Finance Director had to slithered away and/or was Indicted.
From the first ‘Accounting 101’ class to graduation; accounting students are told over and over: When asked to commit a crime the only option an accountant has is to walk out the door - accountants are criminally and civilly responsible for every keystroke on their books.
Stealing taxpayers’ money in the 21st century is a fool’s game because every penny is electronically transferred and every keystroke is recorded. The City of San Diego’s Accountants refuse to release the General Ledger because they know that their General Ledger is the money trail of their illegal activity and misuse of government funds.
Do I need the General Ledger to get corrupt government officials Indicted?
No. I read general ledgers because I learned to audit government agencies when agencies used ‘government accounting’. Government accounting was abolished in the mid 90’s and agencies are now required to adhere to GAAP Accounting. The entire purpose of the GAAP Accounting System is to prevent the forging of financial documents and other illegal activity.
Forged documents, fraudulent statements, and refusals to release records is a clear indication that the City of San Diego is misusing/stealing Taxpayers’ money. Yes the Accountants are criminally and civilly responsible, but it is the City Council that hired the dirty Staff, directed the dirty Staff, and Approved the Forged Budgets and Financial Statements.
