Imperial Beach Consultants: Alec Foster Wheeler, AK & Company

Six weeks ago I filed a public records’ request for contracts and payments to the City of Imperial Beach’s multiple lawyers and consultants on the payroll. So far the documents for only two consultants have been released.

AK & Company: Hired on March 21, 2019 to submit to the State any reimbursements the City might be entitled to according to SB 90. Ak & Company is paid $4,800/year, but the City did not include the report AK & Company was contacted to produce. AK & Company is based in Paso Robles.

Alec Foster Wheeler: Hired in 2015 and presented itself as a San Diego-based company and still uses the same employee, but company is now called Wood Environment & Infrastructure Solutions based in Chicago, Il.

In the last year Alec Foster Wheeler/Wood Environment & Infrastructure was paid $216,433.18 for ‘Watershed Coordination’, Monitoring Support Services’, and ‘Reporting & Assessment Services’, but no report of services was produced.

The Request for Proposals filed by the City on March 19, 2015 states: “The purpose of this Request for Qualifications/Proposals is to select a consultant to provide professional services for the implementation of the San Diego Bay WQIP for the duration of the Storm Water Permit R9-2013-0001.”

$1/4 million/year for ‘watershed’ seems a bit excessive for a town on flat ground in the southwest that receives less than 2” of rain/year.
